Water stain on the ceiling: find the source before you paint

Can I just paint over a water stain on the ceiling?

Only after the leak is fixed and the drywall is completely dry. Use a stain-blocking primer first, usually oil- or shellac-based, or the stain will bleed through new paint.

How do I know if a ceiling stain is old or active?

Trace its edge in pencil and check it after rain or after using the bathroom above. A growing stain, damp or soft drywall, or a reading on an inexpensive moisture meter means it's active.

Does a ceiling water stain mean there's mold?
